Azure Information Protection Premium P2 is Microsoft's new feature for Office 365, Exchange, Outlook, live.com and Hotmail. The feature essentially prevents people from signing in from unfamiliar locations/devices to help protect users' accounts.
Since 4th Office servers are hosted via Amazon Ireland, each 4th Office login is treated as one from Ireland, which is effectively an unfamiliar location for users of Office 365, Exchange, Outlook, live.com and Hotmail. This is preventing users with those accounts, plus users who've bought the Microsoft feature, from signing up for 4th Office.
